You can get the 29C256 from http://www.jdr.com.  They are US$3.96 each. 
Not sure if they ship internationally, but many places do.
Yes, 29C512 is available in PLCC.  The PLCC version is 32-pins.
I have noticed the 27Cxxx PLCC chips have no window.  That's strange, I
wonder why?
Do you have some adapter to let you use PLCC in place of a 28-pin DIP,
or does your Fiat's ECU normally use PLCC?
