TotalVE = Table1VE + Table2VE
If the engine parameters are beyond the bounds of a table, the closest
table entry is used.

Yes. Beyond 3200 rpm, the VE vs. MAP vs. RPM table term will use the
row (or column?) for 3200 rpm.
